An Amber Alert for a missing 18-month-old boy in Dallas was upgraded to a statewide alert Wednesday night. Cedrick Jackson was last seen shortly after 11 p.m. Tuesday at an apartment on the 9700 block of Whitehurst Drive, Dallas police said.
