"From my perspective — from a public health perspective — those people are at least the same if not a slightly higher risk of getting COVID than some of our international travellers at the moment and we'll be treating those people in the same way," she said.

About 4,000 people are now in quarantine and another 9,000 people attended lower exposure sites and need to monitor symptoms.

The state government has reinstated a $300 payment for people who need to get tested and isolate after being at an exposure site but who do not have access to paid leave or other income support.

"I think we need to do a much better job at telling people about the likely wait times and so SA Police is becoming involved today," he said

"I think you only have to look around the streets to see and I get the very strong sense that the vast majority of people are doing the right thing," he said
