Pokémon GO’s October Community Day featured Pokémon is Charmander!

Charmander is making a return as a Community Day Pokémon, this time giving Trainers an opportunity to evolve a Charizard that knows Dragon Breath.

“There is no regular way to get the 2018 Charizard CD move during Charmander CD This will be available through Elite TM as before, we won’t be changing that due to this 2018 CD moves will be incorporated into 2021 events, so we plan on bringing them back and Elite TMs won’t be the only way to get these moves in the future.”
